[ShaderGraph] Empty "New Shader Graph" blackboard is displayed with the scrollbar, which is not needed
Steps to reproduce:
# Create an HDRP project
# In Project -> Asset section make a right click and select Create -> Shader Graph ->Blank Shader Graph
# Double-click on it
# Verify, that the new shader graph tab opens
# Observe blackboard section
Expected result: Blackboard should be displayed by default but without the scrollbar.
Actual result: Blackboard is displayed by default and it has a scrollbar. The section is empty, a scrollbar is not needed.
Reproducible with: 13.1.1 (2022.1.0a16), 14.0.7 (2022.2.16f1), 15.0.5 (2023.1.0b13), 16.0.1 (2023.2.0a9)
Not Reproducible with: 12.1.10 (2021.3.22f1), 10.10.1 (2020.3.46f1)

Resolution Note:
We'll make note of this for future improvements in a UI/UX refresh we're looking at, but as a separate issue this isn't going to be critical enough of an issue on its own to be prioritized any time soon.
