[Shader] index a matrix with a dynamic value fails
To reproduce:
1) Open the attached project (MatrixRepro.zip) and the sample scene in it
2) Play it
Actual: The plane is black
Expected: Some Red, Green, Blue, White gradient color
Reproduced in 2017.4.0f1, 2018.1.0a1, 2018.2.20f1 and 2019.2.0a5
