"Shader Graph" shader in "Always Included Shaders" crashes player
Reproduction steps:
1. Create a New HDRP Project and Import the "Shader Graph" package
2. Create a "PBR Graph" Shader
3. Include the Shader into the "Always Included Shaders" list
4. Build a Standalone Player
5. Launch the Build
Expected Result: The Build launches
Actual Result: The Build crashes
Reproduced with: 2019.1.0a12, 2018.3.1f1
Did not reproduce on: 2017.4.17f1
