Services window will always be maximized even when hovering over another window
Steps to reproduce :
- create a new project and open the Services window
- press Shift+Space to maximize it
- unmaximize the window
- hover over to the Scene view or any other Unity window
- press Shift+Space and notice that the Services window will get maximized instead of the window that the mouse hovers above
