Selecting elements with Shift + Up/Down arrow is broken in Hierarchy window
How to reproduce:
1. Open attached project "BugReport2.zip"
2. Select "Cube(3)" in the Hierarchy window
3. Press Shift + Up arrow 3 times
4. Press Shift + Down arrow 1 time
Expected result: The last selected element is deselected
Actual result: The last selected element is not deselected
Reproducible with - 2020.1.0a21, 2020.3.0f1, 2021.1.0b10, 2021.2.0a8
Not reproducible with - 2018.4.30f1, 2019.4.22f1, 2020.1.0a20
