Search Windows's Edges become bugged when the Search Window is reopened as a small Window
*Steps to reproduce:*
# Open any Project
# Navigate to Window > Search > New Window
# Enable the Search Window's Inspector and Saved Searches Panel
# Resize the Search Window to make it smaller
# Close it and open the Window again
*Actual results:* Edges are in the wrong place, dragging them produces artifacts
*Expected results:* No artifacts are present and edges can be dragged as expected
*Reproducible with versions:* 2021.3.39f1, 2022.3.32f1, 2023.1.20f1, 2023.2.20f1, 6000.0.6f1
*Tested on (OS):* Windows 10, 11
*Notes:* Pre-UITK Search window still has some sort of artifacting, so does the UITK version (2023.1+)
