Scrollrect in 'Elastic' Movement Type behaves as 'Unrestricted'
How to reproduce:
1. Open attached project.
2. Open scene '1'.
3. Enter play mode.
4. Scroll up/down with mouse wheel.
Expected behaviour: Panel bounces back (elastic) when scrolling out of limit.
Actual behaviour: Panel ignores limits and scrolls indefinitely.
Reproduced on: 5.5.0b1, 5.5.0b2
Not reproduced on: 5.2.4f1, 5.3.6p4, 5.4.0p4.
