Scrolling rapidly on ScrollRect causes scrolling to stop
To reproduce:
1) Download and open project
2) Build and run for iOS
3) Try rapidly scrolling in one direction or scrolling up and down rapidly (scroll down, let go, scroll up, let go etc.)
4) Notice that sometimes ScrollRect stops scrolling
Reproduced on 4.6.1p4 and 5.0.0b22 using iPhone5 (6.1.4), iPad mini (7.0.3) and iPad Air (8.1.1)
