Scrollbars overlap in Performance Testing API package's Test Report window when the window is smaller than the minimum height
How to reproduce:
1. Open the attached "1290533 repro" project
2. Select the Test Report window in the Editor and click the Refresh button
3. Select the "PrefabMultiselectionTests.PrefabMultiselection_UpdateSerializedObject(1000)" test from the Test Report window
4. Switch to the Console window and make it as small as possible vertically
5. Switch back to the Test Report window
Expected results: no scroll bars are overlapping
Actual results: two scrollbars on the right side of the window are overlapping
Reproducible with: 2.1.0-preview (2019.4.15f1, 2021.1.0a5), 2.3.1-preview (2019.4.15f1, 2020.1.11f1, 2020.2.b10, 2021.1.0a5)
Not reproducible with: 0.1.50-preview (2018.4.29f1), 2.0.9-preview (2019.4.15f1, 2021.1.0a5)
Notes:
-Repeating the reproduction steps multiple times produces slightly different results. Usually, the overlapping area is larger and the scroll bars seem to get more offset each time
-Trying to resize the Test Report window snaps it back to the minimum height
