Scroll View content is visible outside of Mask when there is another masked UI element in the same Canvas
How to reproduce:
1. Open the attached "Test12" project and enter playmode
2. Scroll the text vertically
Expected result: Text stays inside of the mask
Actual result: Scrolled text appears outside of its mask, and is scrolled trough masked image
Reproducible with - 2017.1.0a1, 5.6.0b10, 5.5.2p1
Note: Couldn't test with 5.4, since the project isn't opening there

Unity told me: "Due to the nature of the bug, it was decided that it won't be fixed"
I'm not sure what that means, the "nature of this bug"? This bug reproduces in all platforms and is clearly a bug in Unity. I spent untold hours boiling this down to a short and reliable repro for Unity, so it's kind of a slap in the face to just dismiss it without even an explanation. It makes me not want to spend time making repros for Unity anymore.
