Script with non UTF-8 characters in its name will not open when opening by double clicking on its Console message
How to reproduce:
1. Open user's attached "Accents" project
2. In Project window right-click on "zzz.cs" and select Reimport
3. In the Console double click on "éàÉÀ.cs" script warning
Expected result: "éàÉÀ.cs" is opened
Actual result: "éàÉÀ.cs" is not opened
Reproducible with: 2017.4.40f1, 2018.4.23f1, 2019.3.14f1, 2020.1.0b9, 2020.2.0a11
Note: The script will also not open if it is in a folder that has non UTF-8 characters in its name
