    Scren Space Shadows with physical camera incorrect

    When using the vertical lens shift on the physical camera screen space shadows act weirdly, my assumption is that some camera projection isnt being accounted for in the shaders for shadow calculations

    Steps to repo:
    1) Open attatched project
    2) Open sample scene

    Expected results: Shadows should look normal
    Actual results: Shadows are offset and servere self shadowing occurs

    Repod in LWRP 5.3.1 and 2019.1b5
