Game Window leaves artifacts when drawing lines over the screen when Canvas has a blur material
How to reproduce:
1. Open the user's attached project
2. Press play
3. Move the mouse
Expected result: Game Window leaves no artifacts
Actual result: Game Window leaves artifacts
Reproducible with: 2018.4.29f1, 2019.4.14f1, 2020.1.13f1, 2020.2.0b11, 2021.1.0a5
Note: Issue stays even when using a different camera

Resolution Note:
In this case is caused by Camera viewport and HDR / MSAA settings. User can look at FrameDebugger RenderTarget & resolutions at each event to see is the behaviour is intended.
