[SceneView] SceneView picking is inconsistent and does not allow clickthrough when clicking on prefabs
Steps to reproduce:
1. Open user attached project
2. Open sceneview_picking_with_prefabs
3. Select the child "only_water_pickable_000" object of "picking_broken"
4. Click "Align view"
5. From this camera position, in the scene view, select the white plank object (bas_mne_platform_makeshift_long_00_(14))
6. Click a few times on the same object
7. Notice that the selection does not shuffle through objects behind
Expected result: clickthrough an object should work when clicking on a prefab
Actual result: clickthrough does not work when clicking on a prefab
Reproduced in: 2018.1.0a7, 2017.3.0f2, 2017.2.0p4, 2017.1.2p4, 5.6.4p3, 5.5.5p1
