Cannot select gameobjects in front of larger ones after a new Scene View tab has been added
Steps to reproduce:
1. Open user's attached project
2. Open scene "cant select bricks"
3. Switch to Default layout (optional, just to see things better)
4. Right-click on the Scene or Game tab and add another Scene tab
5. In the hierarchy double click "brick_rubble" to locate it on the newly added Scene tab
6. Try to select "brick_rubble" gameobject once again from the Scene view
Expected result: Gameobject can be selected in the Scene view
Actual result: Gameobject that is behind "brick_rubble" is being selected
Reproduced with: 5.5.5f1, 5.6.3p4, 2017.1.1p4, 2017.2.0f2, 2017.3.0b3
