Scene View Toolbar displays "Tools" instead of the tool name you hover over
How to reproduce:
1. Open any Project
2. Navigate to Scene View
3. Hover over the Move Tool in the Toolbar
Expected result: "Move Tool" is displayed over it
Actual result: "Tools" is displayed over it
Reproducible with: 2022.2.0a10, 2022.2.0a14
Not reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a9
Reproducible on: Windows 11, MacOS (M1 Rosetta and Silicon, macOS 12.3.1)
Notes:
The same issue happens with the "View Options" toolbar (the top right tools)
