Scene view has intermittent stuttering when moving around with WASD keys while not in Play mode
How to reproduce:
1. Create or open any project
2. In Scene view, move around with WASD + right mouse button
3. Observe Scene view
Expected result: Editor does not lag, moving around in Scene view is smooth
Actual result: intermittent stuttering is present while moving around in Scene view, entering Play mode fixes the issue
Reproducible with: 2017.1.5f1, 2017.4.9f1, 2018.3.0a8

Resolution Note (2019.2.X):
inconsistant repros and low priority, we fixed a similar issue in the game view by adding a vsync option at the top, but not for the scene view.
