Scene View Gizmo, Grids and other buttons on the top toolbar display limited information
How to reproduce:
1. Open any Project
2. Navigate to Scene View
3. Hover over the top Scene View bar buttons and menus
Expected result: Descriptions for every button and drop down menu is displayed
Actual result: Limited information is displayed: "View Options", "Grid and Snap", "Tool Settings"
Reproducible with: 2022.2.0a10, 2022.2.0a12
Not reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a9
