Scene View camera stops in place after changing Scene View camera movement direction while holding down right click and shift
How to reproduce:
1. Open Unity, create or open a project
2. Hold down right click and shift and start moving the Scene View camera using WASD
3. Move the Scene View camera a single direction and then change to a different direction
4. Observe the camera no longer being able to move as shift is held down
Expected result: The camera shifts movement directions without stopping
Actual result: The camera stops and does not move while shift is held down
Reproducible with: 2018.2.0a1, 2018.2.0b3
Not reproducible with: 2017.1.0a1, 2017.1.3p4, 2017.2.2p4, 2017.4.2f2, 2018.1.0f2
