Scene/Game view glitching out when resizing their Windows and popup window is open
Reproduction steps:
1. Open attached Project
2. Open Assets\Scenes\StylizedHouse Scene
3. Select Canvas > Text (TMP) in the Hierarchy
4. Open the Rect Transform Anchor Position selection Menu
5. Resize the Game View
Expected result: The Window resizes smoothly
Actual result: The Window resize is chaotic and receives random Inputs
Reproducible with: 2021.1.0b1, 2021.1.7f1, 2021.2.0a17
Not reproducible with: 2019.4.27f1, 2020.3.8f1, 2021.1.0a10
