Scene lighting is influenced and Decals are not rendered when materials previews are shown in the Project window
Reproduction steps:
1. Open the attached project “URPRepro”
2. Open the “Assets/Scenes/SampleScene” Scene
3. Click on the “Assets/Materials” folder
4. Click on any other folder in the Project window
5. Inspect the Scene view
Expected result: The Scene view doesn’t change how it is rendered
Actual result: After clicking on the Materials folder the Scene view rendering is impacted
Reproducible with: 2022.2.0a14, 2022.3.5f1, 2023.2.0a22
Not reproducible with: 2021.3.30f1, 2022.2.0a13, 2023.1.11f1, 2023.3.0a3
