Scene does not zoom in or out when scrolling while holding right mouse button
Repro steps:
1. Open attached "case-1175207-repro.zip"
2. Open "SampleScene"
3. In the Scene view, right-click on the screen and scroll
Expected results: scene zooms in and out
Actual results: "0.01x - 2.0x" layer appears, but the scene remains unchanged
Reproducible with: 2019.2.1f1, 2019.3.0a12
Not reproducible with: 2017.4.0f1, 2017.4.31f1, 2018.3.0a1, 2018.4.6f1, 2019.1.0a1, 2019.1.14f1, 2019.2.0a1, 2019.2.0a14

Please allow this to be disabled. This is beyond annoying after using such feature for about a year you can't go back...

Holding RMB and scrolling is the shortcut to modify camera speed.
