Saving an unchanged scene changes the prefab instance modifications list ordering
Reproduction steps:
1. Open "1177709" project and "World_01" Scene Collection
2. Save Scene
Expected Result: Saving an unchanged scene doesn't affect prefab data
Actual Result: Saving an unchanged scene changes the data of prefabs referenced in the scene
Note:
The issue was noticed when using VCS as it showed the exact assets being affected
Reproduces with Asset Import Pipeline v1 and v2
On Asset Import Pipeline v2 there are a lot of import iterations
Reproduced with: 2020.1.0a8, 2019.3.0b6, 2019.2.9f1, 2018.4.11f1
Could not reproduce on: 2017.4.33f1 (Crash on import)
