Rigidbody with Capsule Collider falls through MeshCollider when it's placed at a specific point
How to reproduce:
1. Open the user attached project's Scene labeled "SampleScene"
2. Enter the Play Mode
3. In the Game View, observe the red Capsule
Expected result: GameObject doesn't fall through the Mesh Collider
Actual result: GameObject falls through the Mesh Collider
Reproducible with: 2017.4.40f1, 2018.4.23f1, 2019.4.0f1, 2020.1.0b10, 2020.2.0a12
Note: From Unity 2020.1.0a21 and above, the GameObject sinks into the Mesh Collider and then after a couple of seconds gets pushed back up
