Rigidbody rotation constrains applied in World Space when applying Angular Velocity and disabling it
To reproduce:
1. Open Attached Unity project "Rotation.zip"
2. Open scene "test"
3. Go into Play Mode
4. Freeze Cube's rotation on z axis (cube stops moving)
5. Unfreeze Cube's rotation on z axis
6. Disable "Apply Angular Velocity" function
7. Freeze Cube's rotation on z axis
Expected result: Cube should stop moving when its z axis is constrained
Actual result: Cube only stops moving when its x axis is constrained (which means World Space is applied instead of Local Space)
Reproduced on: 5.4.5p1, 5.5.3p3, 5.6.1p1, 2017.1.0b6
