Right clicking Scene View Toolbar only displays options to choose from when the Editor is not in focus
How to reproduce:
1. Open any Project
2. Navigate to Scene View
3. Right click top of Toolbar with which you can move and dock the Toolbar
Expected result: Options pop-up is displayed for the Toolbar always
Actual result: Options pop-up is only displayed when the Editor is not in focus 1/3 times
Reproducible with: 2022.2.0a11, 2022.2.0a12
Not reproducible with: 2021.3.1f1, 2022.1.0f1, 2022.2.0a10
Couldn't test with: 2019.4.38f1, 2020.3.34f1 (No undocked toolbar in Scene View)
