Right click -> "Open" command does nothing when trying to open folders in the Project Window
How to reproduce:
1. Create a new project
2. In the Project Window create a new folder
3. Right-click it and click Open
Expected result: The folder is opened
Actual result: The folder isn't opened, right-click submenu is closed and the project window remains in the same directory
Reproduced in: 2019.1.0a11, 2018.3.5f1, 2017.4.20f1
Not reproducible in: 2019.2.0a4, 2019.1.0b3, 2019.1.0a12
