Revision anchor cannot resolve branch when path query parameter is used
Reproduction steps:
1. Open the user's attached project ("PathQueryParameter.zip")
2. Notice that Package Manager cannot resolve the user's package
Expected result: Package is resolved and loaded even when using non-master branch
Actual result: Pacman fails to resolve the branch parameter
Reproducible with: 2019.3.11f1, 2020.1.0b6, 2020.2.0a8
Couldn't test with 2017.4, 2018.4 (functionality is not supported)
Note: Editing user's package branch from "#CI" to "#master" inside 'Manifest.json' results in package being resolved and loaded succesfully
