Resolution preferences changed in the player settings don't apply if no other settings change
Steps to reproduce:
1. Create a new empty project
2. Go to player settings, disable "default is native resolution"
3. Build & Run standalone player
4. Close it
5. Go back to player settings, change the window width/height AND NOTHING ELSE
6. Build & Run again
7. Notice the resolution change did not apply
Reproducible with versions: 2022.3.30f1, 6000.0.33f1
Not reproducible with versions: 2020.3.45f1
