Resizing the Scene View causes the Editor to lag when the Canvas contains many items and it's Rect Transform size is changed
How to reproduce:
1. Open the “InputFieldPerformanceRegression” project
2. Open the “SampleScene”
3. Resize the Scene View horizontally
Expected result: Resizing is smooth with no freezes or lags
Actual result: Editor is lagging
Reproducible in: 2022.1.0b1, 2022.3.20f1, 2023.2.12f1, 2023.3.0b9
Not reproducible in: 2021.3.35f1, 2022.1.0a16
Reproduced on: Windows 10
Not reproduced on: No other environments tested
