[Hub] Error: "The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem" on Windows 8.1 and earlier
How to reproduce:
1. Install the Unity Hub
2. Open the Unity Hub
Expected result: The Unity Hub opens
Actual result: An error is thrown that “api-ms-win-crt-runtime-l1-1-0.dll” is required
Reproducible with: 3.5.0
Reproduced on: Windows 8.1 (User Reported)
Not reproduced on: No other environment was tested

SOLUTION:
The issue of the missing dll api-ms-win-crt-runtime-l1-1-0.dll is addressed by a Windows update. To rectify this problem, please download and install the Universal C Runtime update from Microsoft: [https://support.microsoft.com/en-us/topic/update-for-universal-c-runtime-in-windows-c0514201-7fe6-95a3-b0a5-287930f3560c]
