ReorderableList not used when field is private in parent class
How to reproduce:
1. Open the attached project
2. Select the "New Test Child" object and observe the "Non Reorderable" field
Expected result: the "Non Reorderable" field is reorderable by default
Actual result: the "Non Reorderable" field is non-reorderable
Reproducible with: 2021.1.0a9, 2020.2.0f1, 2020.2.0a16
Not reproducible in: 2020.2.0a15, 2020.2.0a13
Cannot test with:2020.2.0a12, 2020.1.17f1, 2019.4.16f1, 2018.4.30f1 (Reorderable list is not introduced)
