Removing a package with specific editor layout throws UnityEditor.EditorApplication:Internal_CallProjectHasChanged()
Steps to reproduce:
1. Open attached project
2. Open Pacman UI
3. Remove a package
-- Error is thrown
Reproduced on: 2018.3.0a1, 2018.3.0a2
Not reproduced on: 2018.2.0a9, 2018.2.0b8
Note: Resetting back to default editor layout 'fixes' the issue, so it's layout related
