RectTransform Component changes position randomly when changing its Anchor with "Raw edit mode" off
How to reproduce:
1. Open the Scene "SampleScene" in the attached "case_1171381.zip" Unity project
2. In the Hierarchy tab, select the GameObject named "ChangeMe" under the "Canvas" > "Image" GameObjects
3. In the Inspector tab, locate the "Rect Transform" Component and change its Anchor property multiple times
4. Observe the effect in the Game view
Expected result: the "ChangeMe" GameObject stays in place
Actual result: the "ChangeMe" GameObject stretches and moves randomly
Reproducible with: 2017.4.30f1, 2018.4.5f1, 2019.1.12f1, 2019.2.0b10, 2019.3.0a11
Note: only reproducible when "Raw edit mode" is off (in the "Rect Transform" Component).
