Rect tool enables to move root Prefab in Context mode
How to reproduce:
1. Create new project
2. Create new Plane
3. Make it a Prefab
4. Edit Plane in Context Mode
5. Try to move prefab with Move or Transform Tool or in Inspector - notice the Plane is not moving
6. Change to Rect tool, click hold on Plane and move it around the Scene
Expected result: Being unable to move or change root prefab's position
Actual result: Root prefab moves around the scene
Reproduced with: 2020.3.19f1, 2021.1.22f1, 2021.2.0b13, 2022.1.0a10
