Rect Tool alt resize causes assertion, makes RectTransform unusable
Steps to reproduce:
1. Download and open the attached project
2. Start scaling the panel with the Rect Tool
3. Hold the Alt key while scaling
Expected result: UI element starts scaling around the pivot point
Actual result: UI element dissapears, values set to NaN, error "transform.localPosition assign attempt for 'Panel' is not valid. Input localPosition is { NaN, NaN, NaN }"
Reproduced on 5.6.4p1, 2017.1.2f1, 2017.2.0f3, 2017.3.0b5, 2018.1.0a1
Not Reproduced in 2018.3.0a1
