Realtime shadows are missing under certain mixed lighting scenarios

Steps to reproduce:

1. Download and open repro project (case_1361180-AltRepro)
2. Open SampleSceneB
3. In the Lighting window, set Lighting Mode to Shadowmask, or Subtractive
4. Generate lighting
5. Notice that some realtime shadows are missing

Notes:

- Reproduces in 2019.4.29f1, 2020.3.16f1, 2020.3.17f1, 2021.1.20f1, 2021.2.0b7, 2022.1.0a7
- Reproduces with GPU PLM and CPU PLM
- Reproduces Deferred and Forward rendering paths
- Affects Shadowmask, Distance Shadowmask, and Subtractive Lighting Modes
- Baked Indirect mode is also affected in HDRP
- Reproduces in BiRP, URP, HDRP

  1. Resolution Note (fix version 2022.1):

    This is by design. Make sure that more than 4 lights are not overlapping by reducing their range as much as possible.

    I reported this, and in the lighting window I am actually using Baked Indirect mode. It happens in all modes. Thanks!
