[Quick Search] Changing the Provider Settings field priority doesn't always set the field appropriately
Reproduction steps:
1. Open "1157066.zip" project
2. Open the Preferences window
3. "Quick Search"
4. "Provider Settings"
5. Press "+" on the first field
Expected Result: Nothing happens
Actual Result: The first field goes down
Reproduced with: 2019.3.0a5, 2019.2.0b5, 2019.1.5f1, 2018.4.1f1, 2018.3.14f1
Did not reproduce on: 2017.4.28f1 (No PackMan)
