[Quest] black screen when launching the application and no splash screen after adding WebRTC package to the project on Quest 2/3
Steps to reproduce:
1. Create a new 3D URP project
2. Import Oculus Integration package (v57)
3. Install OculusXR Plugin
4. Add "OVRCameraRig.prefab" to Scene
5. Change Graphics API to Vulkan
6. Change to IL2CPP, Linear colorspace, minimum android API version to 29, and target ARM64 architecture
7. Install WebRTC package via "manifest.json" (3.0.0-pre.6)
8. Build and run for Meta Quest 2/3
Expected results: no black screen when launching the application and splash screen appears after adding WebRTC package to the project on Quest 2/3
Actual results: black screen when launching the application and no splash screen after adding WebRTC package to the project on Quest 2/3
Reproducible with: WebRTC 3.0.0-pre.6 (2021.3.31f1, 2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9)
Reproducible on these devices:
VLNQA00609 - Oculus Quest 3 (Quest 3), CPU: Snapdragon XR2 Gen 2 (SM8550), GPU: Adreno 740, OS: 12
VLNQA00415 - Oculus Quest 2 (Quest 2), CPU: Snapdragon XR2, GPU: Adreno 650, OS: 10
Reproducible on: Windows 11, Windows 10
Not reproducible on: No other environment tested

-Issue only reproduces if WebRTC package is present in the project

Player Settings > Resolution and Presentation > Allowed Orientations for Auto Rotation:
- Select only Landscape Left
