PropertyField labels are inconsistently visible when labels are set as empty Strings
Reproduction steps:
1. Open the attached “BugReport.zip“ project
2. Select “New Test” asset in “Repro” folder
3. Observe the Inspector window
Expected result: Property Fields have no labels
Actual result: Some Property Fields have labels
Reproducible with: 2020.3.46f1, 2021.2.0a3, 2022.2.11f1, 2023.1.0a19
Not reproducible with: 2021.3.21f1, 2023.1.0b8, 2023.2.0a6
Fixed in: 2021.2.0a4, 2023.1.0a20
Reproduced on: macOS Monterey 12.6 (Intel), Windows 11 (by the reporter)
