PropertyField context menu does not show Properties item in UI Toolkit
How to reproduce:
1. Open the attached project "Properties Menu Bug.zip"
2. Select "Select Me" in the Hierarchy
3. Right-mouse-click on the "Game Object" field in the Inspector window
Expected results: The Properties option is present
Actual results: The Properties option is missing
Reproducible with: 2022.3.11f1, 2023.1.17f1, 2023.2.0b14, 2023.3.0a11
Could not test with: 2021.3.31f1 (IMGUI is used)
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
