Projects upgraded to 6.3 fail to build due to Render Graph being disabled on upgrade by default
*Steps to reproduce:*
# Clone the project from repo: https://github.cds.internal.unity3d.com/unity/project-blobario
# Open the project in 6000.3.0a1
# Build the project
# Observe the Editor and the Console window
*Actual results:* Project fails to build due to compatibility mode being enabled/render graph disabled
*Expected results:* Project builds
*Reproducible with versions:* 6000.3.0a1
*Tested on (OS):* macOS Silicon Sequoia 15.5
*Notes:*
* Projects should be able to be built after upgrading
* This causes issues with automated tests as the projects are failing to build, the tests fail as well

Resolution Note:
URP Compatibility mode is deprecated and it requires a manual action.
There are 2 options to fix this.
Preferred one if it's possible to enable RenderGraph in Graphics Settings -> URP tab -> uncheck Compatibility mode.
If it's not possible you would need to add a URP_COMPATIBILITY_MODE define to scripting defines as mentioned in the exception.
