Progressive Lightmapper generates lower resolution shadows on terrain despite lightmap resolution setting
How to reproduce:
1. Open user-submitted project (TerrainVSPlane.zip)
2. Open scene "SampleScene.unity"
3. Bake Lighting using Progressive Lightmapper
4. Inspect scene via "Baked Lightmap" view mode
Expected result: Both shadows are of the same resolution
Actual result: Shadow that falls on terrain is of noticeably lower resolution
Reproducible with: 2017.1.3p4, 2017.2.3f1, 2017.4.3f1, 2018.1.0f2, 2018.2.0b3

- Enlighten does not reproduce the issue
