Profiler window can be shrunk to the point where some Top Menu options become hidden
How to reproduce:
1. Create a new project
2. Open the Profiler window
3. Drag the right border of the Profiler window to shrink it
4. Observe the Top Bar menu
Expected results: The minimum window size is restricted to the point where all menu items are still visible
Actual results: Part of the Top Bar menu becomes hidden
Reproducible with: 2021.2.0a10, 2021.2.0b5, 2022.1.0a4
Not reproducible with: 2019.4.29f1, 2020.3.15f1, 2021.1.16f1, 2021.2.0a9

1. Tested on Ubuntu 20.04 and macOS 11.4
