[Profiler] Android Tethered connect not appearing unless phone was connected before starting Unity
Steps to reproduce:
1. Turn off wifi on the phone and connect via a USB cable
2. Launch Unity (that has an Android Module installed and selected)
3. Open the Profiler
4. Unplug the phone from the USB cable
5. Reconnect the phone to the USB cable
6. Click into the Connection Downtown
7. Notice no tethered connection appears
Reproducible with: 2021.2.0a18
Unable to test with: 2018.4.35f1, 2019.4.25f1, 2020.3.5f1, 2021.1.7f1 due to devices not connecting to the profiler
