[ProBuilder] There are no "About" and "Documentation" tabs in the Tool Bar
Reproduction steps:
1. Create a New Project
2. Import "ProBuilder" Package
3. "Tools" -> "ProBuilder"
4. Notice that there are no "About" and "Documentation" tabs
Expected Result: "About" and "Documentation" tabs are present
Actual Result: There are no "About" and "Documentation" tabs
Reproduced with: 2019.2.0a9, 2019.1.0b8, 2018.3.10f1
Did not reproduce on: 2017.4.24f1 (No Packman)
