Probuilder Settings option doesn't provide functionality information when hovering over the icon in the Preferences window
How to reproduce:
1. Open the attached “IN-32569.zip” project
2. Open the Preferences window and select the ProBuidler section (Unity → Settings → Probuilder)
3. Hover over the Settings option in the top-right of the window (Cogwheel icon)
Expected result: Tooltip appears explaining the functionality
Actual result: Nothing of note happens
Reproducible with: 4.5.2 (2020.3.46f1), 5.0.6 (2021.3.20f1, 2022.2.11f1, 2023.1.0b8, 2023.2.0a5)
Reproduced on: macOS Ventura 13.1 (Intel), Windows 10
