Preferences window can not be resized horizontally causing issues with custom added preference items
Steps to reproduce:
1. Open attached project
2. Open Edit -> Preferences
3. Notice that the name field is too long to be displayed properly
Expected result: preferences window should have the functionality to be resized horizontally
Reproduced in: 2018.1.0b1, 2017.3.0f3, 2017.2.1p1, 2017.1.2p4, 5.6.5f1
