Prefab Inspector's scrollbar position jumps when editing components
How to reproduce:
1. Create a new project and open it
2. Create a prefab of the default cube
3. Inspect it and scroll to about halfway in the Inspector (If the scrollbar is missing add additional components or scale the window)
4. Change a component's value (In the video I change the "Mesh Renderer's", "Receive Shadows" checkmark)
5. Observe that the Inspector quickly "jumps" and the component is now below the clicked area
Expected result: the Inspector does not "jump" when editing components
Actual result: the Inspector's scroll position visually jumps and often leaves the scroll position slightly lower or higher than it was previously
Reproduced in: 2020.2.0a9, 2020.1.0b8, 2020.1.0a15
Not reproducible in: 2020.1.0a14, 2019.3.11f1, 2018.4.22f1
