Prefab dependencies are not shown in Template Scene Dependencies list
How to reproduce:
1. Open the user's attached project "Bug Test.zip"
2. Select "Template Scene" Scene in the Scenes folder
3. Observe the Inspector
Expected result: dependencies are visible in the "Dependencies" list
Actual result: "Dependencies" list is empty
Reproducible with: 2021.2.0a19, 2021.3.14f1, 2022.1.23f1, 2022.2.0b15, 2023.1.0a19
Not reproducible with: 2020.3.42f1, 2021.2.0a18
Reproducible on: Windows 10 Pro
